When the law of supply and demand appears to be racist
This photo was presumably taken in an area with a proportionately high white population. The demand for white-skinned dolls, consequently, is higher than dark-skinned dolls. This leads to the higher-priced white doll.
Even if this is true, they could have hidden it better.

Interestingly there are likely other factors at work here too in producing higher demand for the white dolls. I learned in an international business course that in countries like China, the preference among Chinese children is actually for white, blonde dolls- not Asian ones.
